Regarding the dreaded expansion tank - our home was built in 2005, and we didn't have an expansion tank. It wasn't required. When the water heater died, it had been added as a mandate from the city, which meant an additional $125 in parts and permits. Sagging should be of no consequence unless it crimps the pipe. As for the dumpster - as a former retail store owner who paid $$$ monthly for trash removal, it would really piss me off to come to work, find it full with somebody's old tires or whatever. Eventually we had to get one with a lock on it. That said, we were never moved to put an alarm on it or a video camera. Very early in my life I worried about everything. One day I realized the futility of that and adopted this: https://www.studentnewsdaily.com/wp-content/uploads/2015/02/alfred-e-neuman.jpg. If it is something you can do something about (tank + broom), do it. If you can't (dumping trash), worry won't help, so don't do it.

I have similar situations.

Someone stole my garbage can cover a couple of months ago and I've been dumping my garbage into public trash cans ever since. I live in a ghetto in a big city so I don't think I'm likely to be caught, but there's always the chance.

I also have an expansion tank which I suspect is laying down on the job as well as a broken relief valve. In my case, the relief valve lets go when the pressure rises above a pretty low level, so I need not worry about a boiler explosion. I also have hot water heating, so a steam explosion is a remote possibility. Still, both of us can ruin our boilers this way. Every boiler I've seen has a pressure gauge, so you can see if your pressure is high. Relief valves cost less than $50. You have to drain the boiler - which means draining the whole heating system if you heat with hot water - to replace the valve. The expansion tank can be drained and re-lashed to the ceiling or wall at that time too. It really is worth it to get this done or do it yourself if you're handy - for peace of mind if nothing else.

Bev, woman, you make so frigging grateful to live in an apartment building with a garbage chute and a super who hauls out the compressed garbage twice a week. I guess I'll just have to accept the drug dealers on the corner are part of the deal. If you get busted, you can always count on me for commissary money!

Based on my non-lawyer reading of every law in America, you can always just claim to be an unreasonable person.
